gimp2-jp2: update homepage, master_sites, livecheck

The old GIMP plugin registry at http://registry.gimp.org is no more
and this plugin is no longer maintained elsewhere.

* use snapshot of old homepage from web.archive.org
* set master_sites to the macports distfile mirrors
* disable livecheck
