py*-oauth2client: fix deps, update to 4.1.3

Prior to this, the package appeared to be broken -- it would complain
about missing rsa if I tried to run fava, for instance. This just takes
the dependencies from setup.py of the corresponding version.

I bumped to the most recent version as well; seemingly no reason not to.
